ABSTRAK Kapal Small Tanker ini merupakan kapal konversi LCT milik perusahaan galangan kapal PT. Orella, yang memuat sekitar 10 ABK dengan LoA 44,55 m dan tonase 340 GT. Kapal ini dikonversi, karena sejak tahun 2015, Direktur Jenderal Perhubungan Darat mengeluarkan larangan tentang penggunaan kapal tipe LCT (Landing Craft Tank) sebagai kapal angkutan penyeberangan. Dengan adanya konversi kapal, maka berdampak pula pada perubahan Fire Control and Safety Plan. Adapun cakupan pembahasan dalam Fire Control and Safety Plan, yaitu perencanaan jumlah dan peletakan Life-Saving Appliances (LSA), membuat perencanaan sistem proteksi dan pemadaman kebakaran, serta perencanaan rute evakuasi yang efektif dan cepat ketika keadaan darurat. Langkah yang dilakukan dalam merancang Fire Control and Safety Plan, yaitu merancang kebutuhan LSA, merancang sistem proteksi kebakaran, serta menentukan rute evakuasi dan menghitung kebutuhan waktu evakuasi mengacu pada regulasi SOLAS, LSA Code, FSS Code, IMO, NCVS Indonesia, dan BKI. Hasil penelitian menyebutkan bahwa Kapal Small Tanker wajib menyediakan 1 unit Lifeboat, 2 unit Liferaft, 10 unit Lifejacket, 8 unit Lifebuoy, 6 unit Hand Flares, 2 unit Smoke Signal, 12 unit Parachute Flares, 7 unit APAR, 9 unit Detektor, 14 unit Sprinkler, dan 3 unit Pilar Hydrant. Waktu evakuasi yang dibutuhkan seluruh kru kapal adalah selama 13,17 detik. Kata kunci: Kapal Tanker, Fire Control and Safety Plan, Life-Saving Appliances, Sistem Proteksi Kebakaran, dan Rute Evakuasi. ABSTRACT Small Tanker ship is a ship LCT conversion owned by shipyard company PT. Orella, which contains about 10 crew with a 44.55 m LoA and a tonnage of 340 GT. This ship was convertedsince 2015, the General Director of Land Transportation issued a ban on the use of LCT (Landing Craft Tank) vessels as crossing ships. With the conversion of the ship, it also affects the changes of Fire Control and Safety Plan. The coverage of the discussion in the Fire Control and Safety Plan, which is the number planning and laying of Life-Saving Appliances (LSA), make the planning of fire protection and suppression system, and also planning an effective and fast evacuation route when emergency. The steps taken in designing the Fire Control and Safety Plan, it’s designing the needs of the LSA, designing fire protection systems, and determining evacuation routes and calculating evacuation time requirements refer to SOLAS, LSA Code, FSS Code, IMO, NCVS Indonesia and BKI regulations. The results of the research stated that the Small Tanker Ship required to provide 1 unit of Lifeboat, 2 Liferaft units, 10 Lifejacket units, 8 Lifebuoy units, 6 units of Hand Flares, 2 Smoke Signal units, 12 Parachute Flares units, 7 APAR units, 9 Detector units, 14 Sprinkler units, and 3 units of Pillar Hydrant.
