Abstract

A railway component manufacturing company engaged in engineering consulting and component support plays a crucial role in supporting Indonesia’s railway production sector. The company operates within a 1,500 m² facility at the Candi Sewu site, comprising both a workshop and office building that are vulnerable to fire hazards. This study assesses fire risk using the Fire Risk Assessment (FRA) method based on NFPA 551 (2022) and incorporates a PESTLE analysis. It evaluates the suitability of portable fire extinguishers (APAR) in accordance with NFPA 10 (2022), and proposes the design of fire alarm and detection systems following SNI 03-3985-2000 and a hydrant system based on NFPA 14 (2024). All designs are validated through expert judgment. Findings indicate a significant reduction in fire risk: three high-risk areas were reclassified as medium-risk, and eight medium-risk areas became low-risk after implementing APAR and hydrant improvements. The PESTLE analysis identified six weight score factors (Political 2.55; Economic 3.8; Social 1.3; Technology 4.0; Legal 2.1; Environment 2.55).. Although APAR types meet standards, repositioning is required to match specific hazard zones. The hydrant system design includes three units, 34.02 m³ of water, a 10.98 m pump head, and 0.68 kW power. The fire detection system requires two alarms and 69 detectors.
