Abstract

ABSTRAK PT. Pembangkitan Jawa Bali Unit Pembangkit Gresik (PT. PJB UP Gresik) adalah perusahaan produsen tenaga listrik untuk kebutuhan konsumsi masyarakat Indonesia. Saat ini PT. PJB UP Gresik menggunakan bahan bakar gas alam untuk pembangkit listrik, yang salah satunya adalah PLTGU. Di satu sisi, penggunaan bahan bakar gas mengandung sebuah potensi bencana yang dapat terjadi dan membawa kerugian besar untuk perusahaan dan lingkungan. Maka, harus ada sistem manajemen terhadap bencana, agar keselamatan dan produktivitas pun tercapai. Peneliti an ini akan membahas dan merencanakan Disaster Management pada sistem distribusi bahan bakar gas PLTGU PT. PJB UP Gresik. Pada penelitian ini, digunakan pendekatan Disaster Management. Sebelumnya, peneliti melakukan Risk Assessment pada proses, peralatan dan aktivitas pada sistem distribusi bahan bakar gas dengan metode Hazard and Operability Studies (HAZOP) dan Hazard Identification, Risk assessment and Risk Control (HIRARC). Kemudian melakukan Readiness assessment dengan metode analisis CAR Checklist untuk mengevaluasi kesiap-siagaan. Risk Assessment menyatakan bahwa risiko bencana tertinggi adalah kebakaran dan ledakan. Bencana ini disebabkan kerusakan dan ketidakberfungisan peralatan pada Pressure Reducing and Metering Station dan Fuel Gas Treatment, serta dampak aktivitas lalu lintas di sekitar sistem distribusi bahan bakan gas. Readiness Assessment menunjukkan kesiapan-siagaan memiliki 16 item yang tergolong Fully Capable, 3 item yang tergolong Very Capable dan hanya 1 item yang tergolong Generally Capable. Dan kemudian dilakukan perencanaan Disaster Management Mitigation, Preparedness, Respons dan Recovery dengan mengacu pada hasil Risk Assessment dan Readiness Assessment. Kata Kunci : Disaster Management, HAZOP, HIRARC, CAR Checklist. ABSTRACT PT. Pembangkitan Jawa Bali UP Gresik (PT. PJB UP Gresik) is a company producing electricity for the consumption needs of the people of Indonesia. Currently, PT. PJB UP Gresik used natural gas fuel for power plants, one of which is PLTGU. On the one hand, the use of fuel gas contain a potential disasters that could occur and bring huge loss to the company and also environment. Thus, there should be a system of disaster management, so that safety and productivity achieved. This study will discuss and plan Disaster Management on gas fuel distribution system PLTGU PT. PJB UP Gresik. In this study, Disaster Management used as the approach. Previously, researchers conducted a Risk Assessment process, equipment and activities on gas fuel distribution system with the method of Hazard and Operability Studies (HAZOP) and Hazard Identification, Risk Assessment and Risk Control (HIRARC). Then conducting Readiness Assessment with CAR Checklist analysis for evaluating preparedness. Risk Assessment stated that the highest risk disaster are fire and explosion. The disaster caused damage and equipment malfunction on Pressure Reducing and Metering Station and Fuel Gas Treatment, as well as the impact of traffic activity around fuel is gas distribution system. Readiness Assessment indicates readiness preparedness has 16 items that are categorized as Fully Capable, 3 items were classified as Very Capable and only one item belongs to Generally Capable. And then do the planning Disaster Management Mitigation, Preparedness, Response and Recovery with reference to the Risk Assessment and Readiness Assessment.
