Abstract

ABSTRAK Penggunaan pipa sebagai sistem penyaluran atau distribusi pada industri minyak dan gas bumi memiliki potensi bahaya berupa senyawa mudah menyala, senyawa beracun, dan tekanan tinggi yang dapat mengakibatkan kebakaran dan ledakan. Penelitian ini bertujuan untuk menganalisis tingkat risiko dan memberikan rekomendasi tindakan mitigasi dalam pengoperasian pipa penyalur. Penelitian menggunakan metode semi kuantitatif model W. Kent Muhlbauer karena mencakup semua faktor kemungkinan bahaya dan dampak konsekuensi untuk menghitung skor risiko relatif, Event Tree Analysis untuk melakukan analisa frekuensi dan konsekuensi yang mungkin terjadi, pemodelan konsekuensi menggunakan software ALOHA (Areal Location of Hazardous Atmospheres) untuk mengetahui threat zone, dan kurva F-N untuk merepresentasikan tingkat societal risk. Dari 14 segmentasi jalur pipa yang mengalirkan gas alam terdapat 7 segmen berada pada kategori high risk dengan skor risiko relatif terendah 96 dan 7 segmen lainnya berada pada kategori acceptable dengan skor risiko relatif tertinggi 207. Frekuensi kegagalan pipa untuk tiap segmen sepanjang 500 meter didapatkan 1,535E-04/tahun, konsekuensi yang dihasilkan berupa jet fire dengan frekuensi 1,535E-06/tahun dan flash fire dengan frekuensi 4,103E-06/tahun. Dari nilai frekuensi dan pemodelan konsekuensi diperoleh tingkat societal risk jalur pipa berada dalam kategori tolerable if ALARP pada representatif kurva F-N. Maka rekomendasi tindakan mitigasi yang diberikan antara lain yaitu memperbaiki kualitas ROW, melakukan pemasangan proteksi katodik, dan berlatih evakuasi keadaan darurat. Kata kunci : ETA, gas alam, kurva F-N, pipa penyalur, risiko relatif, risk scoring index ABSTRACT Pipeline application as a distribution system in the oil and gas industry has potential danger in the form of combustible compounds, toxic compounds, and high pressure that can lead to fires and explosions. This research analyzes the level of risk in operation of pipeline and provide recommendations of mitigation. This research using W.Kent Muhlbauer’s semi quantitative method as it includes all factors hazards probability and impacts of consequence to determine relative risk score, Event Tree Analysis to analyze the frequency and consequences that may occur, modeling consequences using software ALOHA (The Area of Location of Hazardous Atmospheres) to reveal the threat zone, and F-N curve to represent the level of societal risk. From 14 segmentation pipelines that flowing natural gas there are 7 segments are at a high risk category with the lowest relative risk score 96 and 7 other segments are on the acceptable risk category with the highest relative risk score 207. The frequency of pipeline failure for each segment along 500 metres obtained 1,535E-04/year, resulting consequences in the form of jet fire with a frequency of 1,535E-06/year and flash fire with a frequency of 4,103E-06/year. From value of the frequency and modelling consequences obtained the level of societal risk were in tolerable if ALARP category at F-N curve representative. Therefore, the recommendation of mitigation given are improving the ROW quality, conduct cathodic protection system, and emergency evacuation drill.
