Abstract

ABSTRAK Berdasarkan accident report PT.X, pernah terjadi kebocoran recycle gas pada sambungan hasil pengelasan antara pipa dengan flange pada proses hydrofinishing (HDF) plant. Oleh karena itu, penelitian ini menganalisis risiko kebocoran gas pada sistem perpipaan recycle gas HDF plant. Tujuan penelitian yaitu mereview HAZOP untuk mengetahui bahaya bahaya dalam proses HDF plant, menentukan skenario kebocoran gas, mengetahui tingkatan risiko kebocoran gas, tingkatan risiko average individual risk (IRav) exposed population dan total population serta memberikan rekomendasi berupa mitigasi kebocoran gas. Metode yang digunakan yaitu quantitative risk analysis untuk mengetahui tingkatan risiko berdasarkan skenario kebocoran gas. Penilaian risiko kebocoran gas menggunakan event tree analysis untuk mengetahui nilai probability of consequences initiating event hasil review HAZOP, kemudian mengalikannya dengan frekuensi kejadian berdasarkan oil gas procedures, selanjutnya menghitung nilai risiko IRav berdasarkan nilai risiko dari masing-masing skenario dan menilai apakah risiko termasuk kategori diterima, ditoleransi atau tidak dapat diterima, selanjutnya menenetukan tindakan mitigasi kebocoran gas. Hasil dari penelitian ini yaitu kebocoran gas merupakan salah satu potensi bahaya yang memiliki risiko tinggi berdasarkan review HAZOP, skenario kebocoran menggunakan realistic case dengan lubang kebocoran 97mm, 25mm dan 5mm pada sambungan pipa dengan flange. Tingkatan risiko tertinggi akibat kebocoran gas pada konsekuensi toxic gas dispersion skenario lubang 5mm tergolong kategori ditoleransi. Tingkatan risiko IRav terdampak tergolong kategori ditoleransi, sedangkan risiko IRav total population tergolong kategori diterima. Rekomendasi untuk mitigasi pelepasan gas yaitu dengan meningkatkan engineering design, management, deteksi gas, peringatan dini serta adanya pelatihan tanggap darurat. Kata kunci : Event Tree Analysis, Hazard And Operability, Individual Risk, Quanttative Risk Analysis ABSTRACT Based on PT.X accident report, there has been a recycle gas leak in the welding connection between the pipe and the flange in the hydrofinishing plant process. Therefore, this study analyzes the risk of gas leakage in recycle gas hydrofinishing plant piping system. The purpose of this research is to review HAZOP to find out the hazards of hydrofinishing plant, to determine gas leakage scenario, to know the level of risk due to gas leak and risk level of average individual risk (IRAV) exposed population and total population and to provide recommendations in the form of gas leak mitigation.The method which was used in this research is quantitative risk analysis. It was used to know the level of risk based on gas leak scenario. Risk assessment by using Event Tree Analysis was used to determine probability of consequences value based on initiating event of HAZOP review result, then multiply it with frequency of occurrence based on oil gas procedures, calculate IRav risk value based on risk value from each scenarios and assess whether risks fall into accepted, tolerated or unacceptable category. Subsequently, determining the actions of gas leak mitigation was done. The result of this research shows based on review HAZOP, gas leakage is one of the dangerous potential that has high risk. The used scenario was created using realistic case with leakage hole of 97 mm, 25 mm and 5 mm on flange pipe connection. The highest level of risk due to gas leakage is the consequence of toxic dense gas dispersion with hole 5 mm included in tolerable category. Level of IRav risk which was affected are in tolerable category, while risk for IRAV total population is in the accepted category. Recommendations for mitigation of gas release is by improving engineering design, management, gas detection, early warning and also emergency response training.
