ABSTRAK Dikeluarkannya surat keputusan Republik Indonesia no. SK 885/AP.005/DRJD/2015 tentang larangan penggunaan LCT sebagai angkutan penyebrangan menyebabkan dikonversinya kapal-kapal LCT oleh Pemerintah Kabupaten Banyuwangi, salah satunya menjadi kapal Ro -Ro. Namun pengkonversian kapal tersebut belum diikuti dengan perancangan Emergency Respon Plan. Penelitian ini bertujuan untuk melakukan perancangan Life-Saving Apliance, Emergency Respon Plan dan simulasi dengan menggunakan Pathfinder.Hasil perancangan Life-Saving Appliance yang harus disediakan didalam KMP Ro-Ro antara lain dua lifeboat berkapasitas 20 orang, enam liferaft berkapasitas 20 orang, dua buah lifebuoy with line, enam buah lifebuoy with self-igniting lights, 125 lifejacket dewasa, 10 lifejacket anak-anak, tiga lifejacket bayi. Luas minimum muster stationyang harus disediakan yakni 41,65 m 2 . Hasil perhitungan Total Evacuation Time adalah 30,17 menit pada Case satu; 36,42 menit pada Case dua; 31,76 menit pada Case tiga; 38,01 menit pada Case empat . Persentase perbedaan antara perhitungan manual dengan simulasi dihasilkannilai sebesar 2,0 % (Primary Case) dan 3,4 % (SecondaryCase). ABSTRACT Issuance of decree of the Republic Indonesia no. SK 885 / AP.005 / DRJD / 2015 regarding the prohibition on the use of LCT as a transport crossing caused the conversion of LCT vessels by Banyuwangi’s Government, one of them being Ro-Ro ship. However, the conversion of the vessel has not been followed by the design of the Emergency Response Plan. This study aims to design Life-Saving Apliance, Emergency Response Plan and simulation using Pathfinder. As result of Life Saving-Appliance desain there must be two lifeboat with capacity of 20 person, six Liferaft capacity of 20 people, two lifebuoy with line, six lifebuoy with self-igniting lights, 125 adult lifejacket, 10 lifejacket children, three baby's lifejacket. The minimum space of the muster station that must be provided is 41.65 m2. The result of Total Evacuation Time is 30.17 minutes in Case one; 36.42 minutes on Case two; 31.76 minutes on Case three; 38.01 minutes on Case four.
